The 2024 Annual Partners Meeting of the Call to Action on Protection from Gender-Based Violence in Emergencies (Call to Action) brought together partners to identify priorities for strengthening the partnership and advancing collective action. Discussions focused on improving coordination, reinforcing advocacy, and shaping the next phase of the Call to Action.

Key Outcomes and Priorities

Re-establishing a Permanent Secretariat

There was broad agreement across stakeholder groups on the need to re-establish a permanent, independent secretariat with clear terms of reference. Key proposed functions include:

  • Coordinating across stakeholder groups

  • Supporting reporting and onboarding of new partners

  • Organising annual meetings and high-level events

  • Managing communications and key documents

Proposed next steps include launching an open call for host organisations and exploring pooled funding arrangements.

Strengthening High-Level Engagement and Advocacy

Participants emphasised the importance of maintaining high-level political engagement to ensure GBV remains a priority on the international agenda. Suggested actions include:

  • Establishing biannual director-level meetings across stakeholder groups

  • Creating a cross-stakeholder task team on advocacy and external engagement

These measures aim to strengthen the partnership’s collective voice and influence.

Improving Cross-Stakeholder Collaboration

Discussions highlighted that the partnership’s multi-stakeholder potential is not fully utilised, with limited interaction across groups outside annual meetings. To address this, partners proposed:

  • Increasing opportunities for cross-stakeholder engagement

  • Introducing a more structured annual meeting calendar

  • Alternating between stakeholder-specific, thematic, and cross-stakeholder meetings

This is intended to reduce silos and improve collaboration across the partnership.

Shaping the Next Road Map

Participants also discussed the development of a new Road Map, with a focus on:

  • Simplifying the framework

  • Strengthening emphasis on collective outcomes and actions

Three potential priority areas were identified:

  • Advocacy and external engagement

  • GBV prioritisation

  • Localisation

These areas will guide further discussions on the future strategic direction of the partnership.
